Instructions
Preheat oven to 325°F.
Line 2 rimmed baking sheets with parchment paper; set pans aside.
Using a large, microwave safe bowl, add butter and chocolate chips. Microwave in 20 second intervals, stirring after each interval, until butter and chocolate are completely melted.
Add sugar and cocoa powder; stir until well combined.
Add egg whites and vanilla; stir until well combined.
Using a separate bowl, whisk together flour, salt and baking soda. Stir flour mixture into the chocolate mixture in 3 additions, stirring well after each addition.
Add milk; stir until well combined.
Divide batter evenly between 2 prepared baking sheets.
Using an offset spatula, spread batter evenly across each pan.
Bake for 20 minutes. Remove pans from oven and immediately cut into squares using a knife or pizza wheel. Do not separate pieces. Sprinkle mini chocolate chips and English toffee bits evenly on top of batter. Return pans to oven and continue baking for 5 more minutes.
Remove pans from oven and let brownie crisps cool completely.
